A Landmark LEO–Al Mousa Partnership: LEO Pump & NMI Sign JV Agreement to Build One of Saudi Arabia’s First Systemized Pump Manufacturing Base
2025.12.02
Riyadh, Saudi Arabia - December 1, 2025 - LEO GROUP PUMP(ZHEJIANG) CO,. LTD.(LEO) has officially signed a joint venture agreement with NATIONAL MECHANICAL INDUSTRIES (NMI), the industrial subsidiary of Al Mousa Group, to establish one of the first systemized pump manufacturing base in Saudi Arabia. The agreement marks a significant milestone in the localization of pump manufacturing and directly supports the Saudi Arabia's Vision 2030 objectives for industrial development and sustainability.

Saudi Arabia's pump market is experiencing rapid growth, driven by sustained investment in water infrastructure, fire protection systems, industrial facilities, and urban development. However, most pump equipment is still imported. The newly signed joint venture addresses this gap by laying the foundation for localized, high-quality pump manufacturing that will serve both the Saudi market and the wider GCC region.
And for LEO, the facility will significantly expand regional manufacturing capacity, elevate its brand influence, and enhance localized services - crucial steps in LEO's global regional growth strategy.
Under the agreement, LEO will contribute complete production lines, core manufacturing equipment, advanced pump technologies, and proven quality management systems. NMI will leverage its strong local foundation by leading market development, procurement, and operations, while providing a purpose-built manufacturing facility and comprehensive local resource support. Together, the partners aim to build a world-class manufacturing platform aligned with international standards and Saudi market needs, enhancing regional accessibility and after-sales responsiveness.

Established in 2024, NMI is a subsidiary of Al Mousa Group and the successor to the National Water Works Company (NWWC) - a pioneer in Saudi Arabia's water technology sector with over 60 years of industry experience. Operating from a modern 10,000-square-meter manufacturing facility, NMI delivers a comprehensive range of water sector manufacturing services.
Backed by the deep technical heritage of NWWC and the diversified strength of the Al Mousa Group, NMI is strategically aligned with Vision 2030 and plays an important role in advancing industrial localization, sustainability, and technological innovation across the Kingdom. Its strong market presence, manufacturing capabilities, and deep understanding of local requirements make it a strategic partner for this joint venture.

Founded in 1995, LEO Pump is a global-leading partner for smart fluid solutions and the core business of LEO Group. With operations spanning more than 160 countries and regions, five global manufacturing bases, and integrated R&D capabilities, LEO serves key segments including domestic, commercial, garden, industrial, and solar pumping. These comprehensive global capabilities align closely with the type of full-scale manufacturing partner sought by Al Mousa Group.
According to Frost & Sullivan, LEO ranked No. 1 in pump & system exports among Chinese manufacturers in 2024. The company has delivered solutions for major international projects, including large-scale infrastructure developments and global sporting venues (the Qatar World Cup) in the Middle East, earning strong recognition for quality, reliability and engineering excellence.
In recent years, LEO has worked closely with Saudi ministries and partners to explore cooperation across pumps, heat pumps, energy storage and solar pumping solutions, laying a solid foundation for its deeper localization strategy.

In 2023, LEO signed a Strategic Cooperation Memorandum of Understanding with the Ministry of Investment of Saudi Arabia.
As part of the joint venture, LEO will also deploy experienced engineering and management teams to support technology transfer, workforce training, and operational excellence - ensuring the long-term sustainability of localized manufacturing in Saudi Arabia.
The partnership between LEO Group and Al Mousa Group represents not only a partnership between two industry leaders but also a forward-looking collaboration that will contribute to industrial advancement, economic diversification, and improved livelihoods across the region.

The joint venture agreement supports Saudi Arabia's strategic priorities to develop high-value manufacturing, strengthen supply chain resilience, create skilled local employment, and enhance water and infrastructure security. Once operational, the manufacturing base will prioritize local talent development while integrating advanced global manufacturing standards.
Beyond its industrial impact, the partnership reflects the deepening cooperation between China and Saudi Arabia under the Belt and Road Initiative and Vision 2030. By combining LEO Group's global manufacturing expertise via LEO Pump with Al Mousa Group's strong local foundation through NMI, the collaboration is set to deliver long-term value, accelerate industrial upgrading, and contribute meaningfully to economic development and improved livelihoods in both countries.
Intelligent Flow for Good - Together, build a sustainable, future-ready water industry in the Middle East.
